When West Virginians lined up to buy the first lottery tickets in 1986, nobody imagined they’d one day be playing from their living rooms. The West Virginia Lottery has come a long way from the days of the earliest scratch-off, growing from a single game into what’s now a comprehensive digital platform available to players across the Mountain State.
The journey began with a vote. On November 6, 1984, West Virginia voters approved the Lottery Amendment to the State Constitution by 67%. The Legislature passed the Lottery Act in April 1985, and Governor Arch A. Moore, Jr. signed it into law that May. Less than a year later, the West Virginia Lottery began operations with a single scratch-off game called “West Virginia Jackpot”. This generated more than $53 million in sales.
Building the Foundation
The early years focused on expanding game offerings. By November 1986, the first draw game, Lotto 6/36, arrived in West Virginia. In early 1987, Daily 3 and Daily 4 were added to the lineup. In 1988, West Virginia became a charter member of the Multi-State Lottery Association, joining what would eventually become POWERBALL©. These additions expanded the options available, but you still had to visit a retailer to participate.
The Lottery’s scope grew beyond traditional games in the 1990s and 2000s. Lawmakers broadened the Lottery’s reach to include video lottery terminals at racetracks, and later at other licensed locations. Table games arrived in 2007, followed by sports wagering and interactive gaming in later years. Through each expansion, retail locations remained the primary way West Virginians accessed Lottery games.
The Shift to Digital
By the 2020s, lottery officials recognized that players expected – and needed – more. The way people shop, bank, and manage their lives had moved online. The Lottery needed to follow.
In October 2024, the West Virginia Lottery launched iPLAY, becoming the 12th state to offer a comprehensive digital platform. The change wasn’t just about adding an app – the Lottery rebuilt its entire digital presence, launching a redesigned website, mobile app, and the PlayON loyalty program all at once.
iPLAY brought draw games like POWERBALL©, MEGA MILLIONS®, and LOTTO AMERICA© online. With this also came the release of iNSTANT games, digital versions of scratch-offs with animated features and instant results. By February 2025, the platform expanded to include Daily 3, Daily 4, and Cash25, giving players access to the state’s most popular daily draws from their phones.
What Changed
The digital shift introduced features that weren’t possible at retail locations. Players can now set up auto-renewal for their favorite numbers, use Quick Pick for instant selections, and manage multiple draw entries from one account. The platform includes player-controlled deposit limits and self-exclusion options, putting responsible gaming tools directly in players’ hands.
PayPal payments were also added as part of the digital expansion, joining ACH transfers, online banking, and credit cards as accepted payment methods. Wins up to $600 are automatically credited to accounts. Prizes from $601 to $24,999 can be claimed online through a simple form. Only the larger prizes require an in-person visit to Lottery headquarters in Charleston or the regional office in Weirton.
The PlayON Connection
PlayON, the loyalty program launched alongside iPLAY, bridges online and in-store gameplay. Players earn points whether they’re buying tickets at a retailer or through the app. Those points unlock second-chance promotions, merchandise, free tickets, and other rewards.
The program creates continuity across channels. Someone who prefers buying scratch-offs at their local store can still participate in PlayON. Online players earn points for digital purchases. The system recognizes and rewards play regardless of where it happens.
Supporting West Virginia
Today, the Lottery sells more than 50 different instant games a year and offers popular in-state draw games, including Daily 3, Daily 4, and Cash25, alongside multi-state games like POWERBALL©, MEGA MILLIONS®, LOTTO AMERICA© and Millionaire for Life™. The Lottery’s continued success relies on partnerships with around 1,500 traditional retailers and 1,200 limited video lottery retailers across West Virginia – partnerships that employ thousands of West Virginians.
For fiscal year 2025, the West Virginia Lottery registered total gross sales of nearly $1.3 billion, almost $93 million above projections. The Lottery allocated $611 million in proceeds to the state, supporting education ($142.5 million), senior services ($93.7 million), tourism ($63.5 million), and the PROMISE Scholarship fund ($29 million), among other programs.
What’s Next
The February 2026 launch of Millionaire for Life™ marked another step forward. The new daily draw game offers a top prize of $1 million a year for life and is now available both online through iPLAY and at licensed retailers. It’s a pattern that defines the modern Lottery – new games launch across all channels simultaneously, meeting players wherever they choose to participate.
From that first scratch-off in 1986 to today’s digital platform, the Lottery has adapted to how people want to play. The evolution from retailers to iPLAY didn’t replace what came before – it expanded what’s possible for West Virginians who choose to play.
